What happened

According to The Korea Herald, South Korea will begin regular imports of Argentine crude next year, Cheong Wa Dae said after President Lee Jae Myung met Argentine President Javier Milei in Buenos Aires on Friday — the first Korean presidential visit to Argentina since 2004.

National Security Adviser Wi Sung-lac said a Korean company already ran a trial import this year and plans regular shipments in 2027, with both governments agreeing to keep that path smooth. Trial volumes total 880,000 barrels this year, expected to arrive by August. HD Hyundai Oilbank made a first Argentine crude purchase this year. Next year’s volume is not yet set.

The breakdown

Wi framed Argentine oil as a hedge against Middle East shocks tied to the Strait of Hormuz and the war with Iran — a push to diversify a supply mix concentrated on Middle Eastern barrels. The countries also agreed to broaden energy cooperation into natural gas and nuclear and to identify concrete projects. Wi said Argentina plans to raise oil and gas output to about five times current levels, widening export capacity.

On minerals, the sides signed an MOU for critical-mineral supply-chain cooperation, including information sharing and joint lithium-value-chain projects (exploration through mining). Wi reaffirmed Argentine support for a Korean lithium project — Posco Holdings’ Sal de Oro — and said Seoul wants more openings in copper and other minerals.

Negotiations on a double taxation avoidance agreement concluded; Wi said it should ease double-tax burdens once Korea finishes Cabinet approval, presidential signature, and parliamentary ratification. Argentina also agreed to tax benefits for Posco, details undisclosed. Separately, Seoul and Buenos Aires agreed to seek early resumption of stalled Korea–Mercosur trade talks (frozen since 2021), after Lee and Brazil’s Lula set a working-group path aiming at the December Mercosur summit.

Why it matters outside Korea

Energy buyers, shippers, and firms with Argentina exposure should treat this as a dated diversification program, not a finished tanker schedule. Hormuz risk is the political pitch; the operational facts are 880,000-barrel trials by August, regular 2027 imports, lithium MOU, and a tax-treaty path that still needs Korean ratification.

Expats and Korean companies eyeing Argentina now have a clearer institutional stack: oil logistics, lithium, and tax predictability — if domestic procedures finish.

What travelers and expats should watch

  • Energy price narratives: do not assume Argentine barrels instantly replace Middle East volumes — 2027 regular imports and unset volumes mean this is a multi-year build.
  • Corporate Korea in Argentina: if you work tax, HR, or project finance for Korean firms there, put the double-tax ratification calendar on the watchlist.
  • Lithium / Sal de Oro: treat Posco support language as political cover for an existing project, not a new greenfield announcement.
  • Mercosur: early resumption talk is process, not a signed FTA — keep expectations at working-group level into December.

Context

Read this as South America energy and mineral scaffolding after a summit, not as Korea “leaving the Middle East.” Herald’s stack is 2027 regular crude / 880,000-barrel 2026 trials / lithium MOU / double-tax deal / Mercosur restart talk. Korelay’s frame: update supply-chain and corporate-tax watches; keep Hormuz as context, not as a claim that Argentine oil is already flowing at scale.
